No, it does not. The rear truck and handlebar are detached from the rest of the Halfbike for shipping. However, everything you need to get it up and running is included in the box, including a manual and the required tools. Assembly typically takes around 15–20 minutes, even if you don't have prior experience—no special skills are required.
